Outsourcing oft he Austrian Federal Computing Center

In a process lasting less than six months concepts had to be worked out and the transformation into a limited liability company had to be prepared.

  • An outsourcing concept was prepared under high time pressure.
  • Leadership development and organizational design were supported.
  • As a basis for successful controlling a balanced scorecard was developed and implemented.

The Austrian Federal Computing Center is the market leading e-government partner in Austria and ranking fourth in the national list of all IT service providers. Austria was ratified a leading position in Europe by studies and benchmarks in many IT-areas (e. g. in the e-government application “Help-GV”).

Reform of the financial administration

The Austrian financial administration had been reformed in a multi-year change process. The number of administrative bodies and organizational levels was reduced approximately by half and the service quality was considerably enhanced.

  • ICG quantified the administrative costs and therewith built a basis for the reduction measures.
  • ICG simulated the effects of the specific relief measures by analyzing the measures and the underlying business processes.

The improved process between business and public administration led to a massive economic effect which is estimated to create an added value of 1 to 1.5 % of the GDP in the long term (according to the Dutch Central Planning Bureau as well as projections of the WIFO-Weißbuch: model simulations of economic measures).

Growth by relief – reducing administrative costs for businesses

Complying with several information obligations stipulated by the state causes high administrative costs for companies. The objective of this project was a quantification of the administrative costs that result from the obligation to inform by federal law as well as the creation of a solid base for reduction measures.

  • Introduction of the electronic file system in the Ministry of Finance headquarters

    The Ministry of Finance introduced the electronic file in the course of the "ELAKimBUND"-project. The electronic file allows the processing of business cases without media discontinuity starting from the inbox via the content-wise processing until the conclusion. After all the electronic business case processing is the prerequisite for the E-Government.

    Introduction of the electronic file in the Ministry of Finance Tax and Customs Coordination

    The Ministry of Finance decided to implement the electronic file system also in Tax and Customs Coordination after its successful introduction in the headquarters. The electronic file allows the processing of business cases without media discontinuity starting from the inbox via the content-wise processing until the conclusion. After all the electronic business case processing is the prerequisite for the E-Government.

    Evaluating survey results and finding measures for the initiative „relieve citizens in administrative procedures”

    • Evaluating the raw data of a sample testing on to the national level for all Austrian citizens (SKM-method for citizens).
    • Workshop planning and moderation in responsible ministries for generating as many feasible measures to relieve citizens as possible.
    • Description of measures and quantification of the relief effects of the measures.
