Introduction of the electronic file system in the Austrian federal Administration (ELAK)

The introduction of the electronic file system (ELAK) in all federal ministries as well as many subordinated agencies is one of the most important basis for increasing efficiency in public management and gives at the same time essential impulses for eGovernment and the equipping of provinces and municipalities with this system.

During the project “ELAKimBUND“ ICG supported a project team with representatives from all federal ministries.

  • Preparation and all-encompassing implementation of the electronic file system in the whole federal administration (all 12 ministries, approx.. 7 500 workplaces)
  • Conception and selection of an operating model for the execution of the electronic file (ELAK)
  • Provision and implementation of the electronic file in all ministries
  • Generation of specifications for electronic file systems (ELAK-Konzept 1.1)
  • Support of program- and project managmenet
  • Creation of an general organizational concept/organizational manual ELAKimBUND
  • Development and evaluation of operator models
  • Competitive tendering procedure and tender procedure incl. evaluation and acceptance of bid
  • Support with the implementation in several ministries incl. comprehensive reorganization processes (Federal Ministry of Finance, Federal Ministry of Agriculture, Forestry, Environment and Water Management, Ministry of the Interior, Federal Minister for Transport, Innovation and Technology, Ministry of Social Security, Generations and Consumer Protection, Federal Ministry for Health and Women’s Affairs)
