Outsourcing of the Austrian State Theater

By outsourcing the Austrian State Theatre from the federal administration, the global biggest theater group has evolved. From 1st of September 1999 (effective date of outsourcing) the state basically froze all subventions and funding was thereby drastically decreased. Nevertheless, the artistic level was still preserved or even enhanced. The Austrian National Theater was divided into five companies (Holding, Burgtheater, Staatsoper, Volksoper, Theaterservicegesellschaft) – within two years the structural change towards becoming the international biggest theatre group was realized. Professional management systems were introduced in all five organizations.

ICG supported the outsourcing with:

  • Project planning and controlling
  • Supporting the development of a professional concept for accounting, administration, organizational structure etc.
  • Support with selecting the IT process
  • Project management for the SAP-R/3 introduction and the change from cameralistics to commercial accounting

For the introduction of a group structure in several theaters of which each is highly reputable internationally, it is necessary to clearly show the benefit of a close cooperation while keeping the autonomy of every organization. The Austrian National Theater is deemed to be a Europe-wide model for cultural holdings.

Analysis of the collective and wage agreements of the various orchestras and comparison of the labor-law- and reward-related basic conditions as decision-making basis for negotiations on wage agreement of the Bundestheater-Holding and the Vienna States Opera Orchestra.
